Nikolai Vladimirovich Vinogradov was born on April 22, 1947 in Vladimir.
Being a graduate of Moscow Engineering and Construction Institute (in 1973), he started his career as a technical specialist at Vladimir Ferroconcrete Plant and later served as a head of technical control division and engineer-in-chief.
In 1977, he became a CPSU official. In 1987-1989 he worked at the Central Committee of the Communist Party in Moscow, and then returned to Vladimir on a position of the second secretary of the regional party committee.
In 1994-1996 he headed the legislative assembly of Vladimir Oblast.
On December 8, 1996 he was elected as Governor of the Oblast. His second term has been started in December 2000, and the third term in February 2005.
