Alexander Tkachev was born in 1960 in the village of Vyselki in Krasnodar Krai. In 1983, he graduated from Krasnodar Polytechnic Institute and began his career at a feed-stuff factory in Vyselki.
In 1986, he was elected as first secretary (head) of the Vyselki District Komsomol (Young Communist League) Committee and in 1990 was appointed the director of his factory. In 1993, the factory was re-organized and he became a general director of Agrocomplex, a newly created joint-stock company.
Mr. Tkachev began his political career in 1994 when he was elected to the Regional Legislative Assembly. In 1995, he was elected to the State Duma (federal parliament) and was re-elected five years later.
In December 2000, he was elected as Governor of Krasnodar Krai, winning 82% of the popular vote. He was re-elected for a second term in March 2004. He also became a Doctor of Economics in 2004.
