Victor Naumov appointed managing partner of Salans St. Petersburg 

January 2012: Victor Naumov has been appointed managing partner of the St. Petersburg office of Salans. He remains head of Salans’ Russian IP/IT/Telecommunications Practice.

Victor specialises in intellectual property protection and management of intangible assets; Internet regulation and e-commerce; data security; regulation of the mass media and telecommunications.  

Victor Naumov is included in the ratings of top intellectual property and information technology lawyers published by Legal500 and Chambers. In 2010 and 2011, the ILO Client Choice Awards named Victor Naumov Russia’s best information technology lawyer. In 2010 and 2011, Best Lawyers named Victor Russia’s best IT lawyer, and in 2010 included him among the top 65 corporate lawyers in Russia (the list was published in Vedomosti on June 3, 2010 and June 16, 2011).

Victor is a member of the Federal Antimonopoly Service Advisory Board on Competition in Information Technology, and is Co-chairman of the IT Committee of the American Chamber of Trade and Commerce in St. Petersburg.  

Since 1999 he has advised on the drafting of Russian federal laws and regulations, regional legislation, and CIS draft model laws concerning intellectual property, IT, information resources, the Internet, and telemedical services.

Victor Naumov is an associate professor of St. Petersburg State University and lectures in the Economics and Law Faculties. He is the author of more than 120 articles on law and computer science. In 2004 Victor received the St. Petersburg Tercentennial Medal, and in 2007 a state medal for his contribution to the computerization of Russian society.

Prior to Victor’s appointment, Mikhail Ivanov, head of the Russian Litigation and Arbitration Practice, was managing partner from 2005 to 2011.

Victor Naumov’s recent practice: 

  • VKontakte – represented the client in a number of prominent cases concerning rights to audio and video content uploaded by users.
  • Yandex – advised on the opportunities for obtaining and conditions for applying regional tax benefits for the construction of a data center.
  • Lenovo, Fazer, SC Rusnano – advised a number of clients on management of intangible assets.
  • SC Rusnano – developed the basis for amendments to federal legislation to improve regulation of the creation of intellectual property and its use in innovation.
  • SC RosAtom – developed a package of corporate bylaws concerning intellectual property management.
  • DieboldInc. – advised on the structuring of an acquisition in Russia. Prepared a set of agreements used in the company’s current commercial activities. Advised on Russian regulations concerning encryption solutions.
